Mix buttermilk and sugar in a medium bowl. Peel and slice apples, adding them to the buttermilk mixture as you go.
Put a layer of flour in a small dish. Coat apple slices.
Once the oil is hot, add apple slices careful not to let them touch. When the bottom side is golden, flip and brown the other. Remove and place on a tray lined with paper towels to soak up excess oil. Sprinkle with cinnamon and sugar while still hot.
Mix together cream cheese, cool whip, and caramel sauce. Once completely blended, drizzle extra caramel sauce on top.
